Try a $2.00 bottle of patrolium jelly fro removing rust. Let is sit for a about 1/2 hour and keep adding to it and moving it around with a rag. Then rince it off using warm water and sos pads.
To try and keep the rust from coming back try some spray wax. Since you are using mothers try theirs. Spray it on heavy and buff it off.
My main concern on those wheels would the rust on the bead of the rim. It can cause leaks and busted beads AKA blow outs.
If your concerned about the rust on the inside going through the wheel you will have bigger problems than just rust pinholes loosing air, the integrity of the rim is done for and should be romved from service.
