I vote chrome. Just enough to be tasteful. Personally I think it would look weird to have so much black in the headlight if you painted them.

Take a Dremel with a thin cutoff blade and go right down the middle and notch the plastic, and also the top portion of the screw, just deep enough to create a notch in which you can fit a small flat head screwdriver. Screw it out. I've done this many times. It works well and leaves plenty of hole left over to reuse.
