they are hi/lows, well all the relay kit did was tie in between the ballasts... seems kinda uneccesary, like you say.
I believe so. Considering that the controller is wired in between the ballasts and battery and that it clicks when the lights are turned off and on, I'm fairly certain that the controller acts as a relay for the ballasts and allows them to draw power directly from the battery. An easy way to verify this without an ampmeter would be to remove the relay harnesses completely and remove the fuse for the controller. If the ballasts don't work, then the ballasts draw their power from the battery, making the relay kits absolutely unnecessary.

my issue is on light tunring off, usually the drivers side, but sometimes the other, and flickering on high over bumps.
My friend's Hi/Lo kit shakes when on High, but it doesn't flicker. I think that is just due to the magnet that moves the bulb between high and low.

the orignal kit it getting power from the driver side battery and i wired the relay kit power to the passenger side, there were no insructions for the relay kit, was i supposed to premove the power and ground off the orginal wiring??
No, and it shouldn't matter that relays are on a separate battery than the controller.

It looks like this might be a problem the slim ballasts:

hmmm, appears all most of them did was replace the ballasts, and mount them in a cooler location. also waiting to turn them on. i cannot disable my DTRLs, against inpection laws here, so whats their resoning for disabling it???? just to reduce on/off frequency?

I don't believe that is your issue. I'm under the impression that the DRL circuit only provides the headlights with partial voltage. If the ballasts were wired directly into the factory headlamp wiring, this would definitely be a problem. However, since you are using the controller and relays, the ballasts will receive full voltage regardless as long as the DRL circuit provides enough power to trigger the relay/controller. If not, the ballasts would simply not work at all.

no i haven`t gotten a reply from DDM, however i have spoken to many people locally and it sounds like the location were i mounted my ballasts were too hot and it fried them, i`m probly going to order a raptor kit and re-locate to a cooler area. :fingersx:

It seemed to happen pretty much instantly... So I don't think that's the only cause...

Though, I forget where you mounted them
