I usually just throw mine into the neighbor's pool.

I know it's a state regulation in many places, but I believe that it's also a Federal regulation that any place that performs oil changes has to accept both used oil and filters for disposal.
In NY it's a state reg that any place that sells oil or filters must accept up to 5 gallons of used oil and (I think) 4 used filters, per person, per day. This even applies to places that don't do repair work, which is why you seldom find quarts of oil sold at supermarkets and convenience stores in NY state.
