The brake controller I have works with electric brakes. You can adjust how much braking pressure is applied to the trailer wheels. You can even manually apply the brakes on the trailer without using your vehicles brakes.
Hydraulic surge work as stated. The pressure at the tongue when you apply vehicle brakes, pushes on a hydraulic plunger to apply trailer brakes. So the harder you stop the harder the trailer brakes are applied.
I don't know how heavy your boat is but Earl pulls trailers with bobcats just fine with 3.42 gearing.

Dry weight of boat is 5100 lbs. so I figure with gas, water, oil, gear and a tandem axle trailer I am right around 7500 lbs.
It's a heavy bitch. My truck works to tow it with 3.73 gears.
