TBI? The vortec would have an SFI system on it. Is this a conversion?

no. The engine currently has is a shell/block plus internal parts of the 350 vortec and the tbi setup(injectors, heads,intake).

Then this is not '96 engine if it has the TBI.

block is 96 vortec but has tbi heads,intake,and injectors on it.
