Depends on the wheel type. Are you sure it's chrome and not polished or machined? It would make a difference. You want something with a neutral pH balance if your wheels are polished or uncoated.
P21S is a great cleaner. It has a neutral pH level and is gel-based, so it clings to the wheel longer than foamy or spray cleaners, cleaning it better. It can cling to wheels for up to one to two hours while doing a great job cleaning and no damage at all. I've been wanting to try this for a long time, just haven't gotten around to ordering any.
Adam's Green Wheel Cleaner is another safe cleaner. Water-based, but it's a regular spray type cleaner. It's spray on, agitate (carefully) if necessary, and hose off.
Could also look into Adam's Metal Polish. Haven't used it myself but I've heard nothing but great things. I just saw you said you want to bring the shine back. I'd give this a try, personally.
Be wary of over-the-counter cleaners. While most don't have any problems (I'm one of those), some guys have issues because of the material their wheel is made of. Most of the OTC wheel cleaners are very harsh and acid-based. They have to be in order to do what they advertise (cleaning off all brake dust without scrubbing). I will also vouch for Meg's All-Wheel Cleaner. It's the safest one I've found at OTC locations. Here's a good read.
