If my memory serves me right, those trucks had no relay for the headlamps. The current was all pulled through the headlight switch. I would rewire them with a new switch, and with two relays. One relay for the low beams and a separate relay for the high beams. You mentioned wanting to add winch lights and rear facing lights, go ahead and wire up an aux fuse panel with fuses and relays for each light circuit.

painless wiring had/has a complete wiring harness for 73-87 C/Ks for $575 if you'd rather put a whole new harness in. and if your headlights aren't working I'd look at the switch in the dash or the grounds for the headlights.

Ah thanks for that. I have been looking for relays without much luck. And I was thinking of swapping out to H4 lights up front from LMC (Custom Headlights - Dual Headlight Models | 1981-87 Chevrolet Pickup Truck 1981-87 GMC Pickup Truck | LMC Truck) and buying their harness that comes prewired... I'm a little lazy about wiring like that. And an aux panel is definitely in the works. The extra lights and winch are a ways off though, so I have some time.

I'll check grounds. I swapped the connector from the old switch to a new one and they still didn't work. But I might just do the new harness thing eventually.
