I'm actually headed to Lowes to see if I can find one or a heavy duty snap ring tool, I might be able to get the prongs down on either side and crank.

Try to re-center the drill hole. Use a small bit and try to get it centered up, step that bit up gradually but not into the head material. Maybe then you can use an ease out to get the stud out.
If you can, use a center punch to get you re-centered. Then start with the small bits and work up.

Lots of penetrate oil works. Soak em for a few hours.

I have never, ever had an exhaust manifold not leak that was missing a bolt.

Same here, they always leaked.

Wait till you break the f'n extractor off flush in the bolt. Then it gets fun. :D2

Well, I've done all that I can do at this point without damaging the head or any possible water jackets...

I had a guy from kimball tools come over today and we tried a bur took on it that took it down to a flat spot and then we tried reverse or left hand drill bits to attempt to get it out. He thought he had a carbide drill bit but he did not.

I ended up ordering a broken tap extractor and it'll be here Monday.

I thought about looking for some dry ice to try and freeze the tap so it could crumble like a pretzel. Might be looking into that possibility over the weekend. I'd really like to get this engine in the car. ha ha

They work great. Heat the head or cool the tap, if she doesn't budge. I have used R22, but don't tell the EPA :D
