When painting the suspension parts I was thinking Rustoleum Flat Black. What you guys think?

I'd go for a gloss black, but that's me. I also would restore everything that you can.

Will the gloss hold up better than the flat black being close to the ground?

Nah. You need to put a rust inhibitor on it. The best way the paint will will stay on would to be professionally paint or powder coat.

My rust inhibitor would be Purple Power Deruster than prime and paint over top of it.

Disassemble, sand blast, apply POR-15 gloss black, and reassemble, POR-15, brushes on, and dry's like it was shot with a paint gun, I did the frame of my 65 Chevelle with it, great stuff!! my 2 pennies.
