Without a doubt keep the roll pan and get a hidden hitch. The bumper looks out of place with the rest of the truck and body kit.

I voted to put the bumper on.It's a truck,needs a bumper(agreeing with Jim).
If you're going to drop it.. and you need a hitch, just get a hidden hitch like 66nova had on his 95 and leave the roll pan. His hitch was behind the plate and the plate just folded down when you needed it..

Unless they changed the regs in NY you stand a good chance of failing your next inspection. I was a NYS inspector for about ten years, about nine years ago, and front & rear bumpers were required to pass the safety inspection.
