Sadly...we'll never see a great vehicle like that from either Ford or GM again here in the states (no, the Caprice doesn't count as it's "fleet only").

I wouldn't be so sure about GM not to offer a big RWD sedan for the regular market again. I would not doubt the Caprice to be offered in some versions with a more luxurious trim for the civilian market. It wouldn't make too much sense for a police department to use a distinctive model to perform undercover operations, they would prefer something that could be easily confused with a grandma's cruiser...
