Need some help with a 1990 Cadillac

I dropped a brand new batter in it and no difference. I am going to run it by the dealership tomorrow to make sure I got the correct key.

The VATS system doesn't lock the wheel, unless that's a Caddy specific thing. Just starter immobilization.

Actually it locks the ignition switch which in turn, locks the wheel.
But the ignition should still turn. It just won't start... Never had a GM ignition that I couldn't turn without wiggling the steering wheel.
But I admit, I haven't done it with a Caddy, lol.

Something is likely sticking in the column.

Just to cover basis, have held the brake pedal, made sure its in park. then jiggle the steering wheel while pushing in and turning the key?

If so, the lock cylinder is probably bad. It is a 27 year old piece and the tumbles or the cylinder lock pin are stuck or wont press down.

From what I know(and agree with the Perry) Passlock or VATS just disables the fuel pump if the wrong resistance is read.

After taking the entire steering column apart and having to go back to the dealership to get a door key I am leaning towards them giving me the wrong key. The dorky I got from them does not work either. I can see the lock cylinder either going bad or being replaced within last 27 years. However, I do not see all the door locks, glove compartment lock and the trunk lock getting changed. I am working to get it all put together now, then I am going back to the dealership with all my paperwork to find out where the mistake was made.
