Is the cylinder itself dry? If so, does it want to fire if you hold the choke and/or have the throttle wide open? If so, your idle jet is probably clogged. Very easy to miss that, the idle jet is tiny, carb cleaner and compressed air doesn't always clear it. I usually take the jets out and boil them in water or put them in an ultrasonic cleaner.
Also, loosen the drain screw on the carb bowl and see fuel streams out the vent hose. If not, your float valve might be stuck or the float level might be wrong.
