31x10.5/15 translates to a 267/76/R15, which works out to about a 7% difference in speed or about +4mph @ 60mph, it wouldn't suprise me if the speedo was off by that much already 
How do I recalibrate the speedo on my 2000 Ranger?

I was wondering if the 95 Ford method would work. When I finish my dually I plan to use it on that.

That is a simialr method I have seen for older trucks like my 95 F350. I was wondering if it would work on this Ranger.
