I think the ban only applies to public buildings or multi-family dwellings. But still, 
I always hated spreading the stuff as a kid, we had a pretty big yard with lots of flower beds and tree bases to cover up. My dad would pay me something like $0.25 a bale and I'd spend all weekend moving that crap around.
