Google "427 tall deck" and you will find a lot of information. I have just seen guys not know what they have just acquired, and have a low RPM Tonawanda Truck engine instead of a hot rod 427 passenger car engine.

I do believe it is a tall deck is there anything I can do to his engine If I rebuild it with good pistons and put good heads, would you replace the tall deck crank? What about a stroker kit? And what would be the power output if I was to do all that and supercharge it?

It is made for relatively low RPM... about 5500 max.
It was made for big trucks, like dump trucks, and yes it does have a lot of low RPM torque.
I have owned a few of them in trucks I had a number of years ago.
