1997 Explorer not starting HELP!!

I'm working on a 1998 Ford Explorer with the 4.0 SOHC . It keeps flooding the cylinders with gas . Changed plugs and it gas fouls them within a few seconds of cranking it .
Has spark.
Plugged NOID light into injector wire and it flashes BRIGHT , I've never seen one flash so bright . Thought it might be a stuck injector ..unplugged them all . Still real bright .
Thought maybe ECM so bought another one ....Same thing ???
Any Ideals ??

Is there a fuel pressure regulator on the fuel rail?

Unhooked vacuum to pressure regulator ....it's good .
Crank sensor .. disconnected and no spark , plugged back in and have good spark , so I don't think it is either one of those .
Seems like injectors are squirting way too much fuel ?? :dunno:

Did it just stop running or was something done to the vehicle prior to its current running condition?

The girl started it in the morning to let it warm up , she went back inside and when she came out it had died . She tried to start but just cranked .

I just don't see how it could jump timing. It's acting like a bad manufactured cap on the distributor.

I tore down Earl when it wouldn't crank, My 96 k1500. He has around 400k on him and I thought the timing chain jumped but it was fine. Ended up being a bad cap.
