Should still be in open loop on cranking. The ECU should only be relying on the MAF and ECT.Could bad 02 sensors cause this? Just throwing out ideas.
I have the same issue currently. Its never been cold enough here to tune at cold temps after I put the whipple and injectors on. I run 10:1 AFR on start up. I get surging idle until I either give some throttle or let me enrichment values decay.
Try to get someone to hold the throttle open ~20-30% and see if you can get enough air flowing to lean out the fuel flow.
The ~60PSI on fuel pressure has to be high. I run a little higher PSI and that is with a Walbro 400 on my set up. It slight overpowers my FPR. GM spec is 58PSI.
