I'd imagine since it's at Wal Mart there's a ton of fools that have already bought it and are working up a class action lawsuit over their suffering from the hefty speeding tickets they've gotten since thinking their cars were "invisible" from radar.

It's neither a standalone product or an anti-ticket device. It's meant to reduce the reflectiveness of your headlights/front license plates, which are where laser guns are aiming. If you combine it with a laser detector, you could possibly give yourself a few seconds to slow down.

So it could potentially reduce your chances of a speeding ticket....if you know how to use it properly.
