I don't think washing the straps that hold your fuel tank to your vehicle is something that would be considered maintenance.
This is a manufacturing defect plain and simple. My 2001 Crown Vic had straps holding the tank and they were not rusted at all when I had to throw a fuel pump in it. And the car was used as a patrol vehicle in northern Illinois for 90K then brought to MN for another 50K.
And I would usually wash my vehicle at the fire station...and I didn't get on the dirty floor and spray the underside of the car.
