Mine was uncooperative as well... Unfortunately Blackbear never got back to me about it... However the unlock code worked when my new tuner did it on his machine.

Can I do the tune without doing the actual EGR block off?? They sent the wrong kit and I have this thing scattered. Thought the tune may just ignore it

Yes, you can. The only reason I yanked mine was slight coolant leakage, and because it was in the way for the CP3 conversion.

The tune just puts it in the closed position... It might open a sliver on high boost, but yours is new, so it shouldn't.
