My guess is an antenna for a VERY highly amplified 2 way radio...
The 4 horizontal pieces at the bottom make it a ground plane antenna...
The coils on the antenna are probably for heat dissipation...
Pushing a lot of wattage thru an antenna that short will create a lot of heat.
Who's he trying to contact? The mars rover?
