I've been knocked down drug out and left for dead
I've seen rust like that here in Ohio and I've also had brake lines fail due to rust. In fact, I just had all of them replaced on my truck a couple of years ago.
Man . . . the gift that keeps on giving 
Did he get his letter for his free one year membership in the jelly of the month club? 
New brakes front and back, and the brake lines changed for $1,245.
