The two different sensors would make sense, I'm just not sure with our trucks on how many are there.
The pcm uses the ECT (engine coolant temp sensor) and the IAT (intake air temp sensor) to determine if the temps are within 15 degrees, if so its an open loop cold start

In all reality I have heard of vehicles being set up for different climates, made different places.
It would be far fetched to think that was your problem though
they dont vary that much.
