If it runs with your foot into it I dont think its the pump, they either work or they don't.( at least in my experiences) Air idle contol or map sensors F up in TBI's easily enough and are cheaper than fuel pumps.
I know my 98 Dakota we had to idle up to 2500RPM to keep from stalling/lopping hard, changed both AIC & Map sensor and it ran fine.
I have had a couple exhibit this exact problem, and it be the pump.
In fact, my Tahoe JUST did this. It would idle. Give it gas, and it blubbered and died.
I had a '91 do the exact same thing, and you could give it just a little more throttle.
You are correct, 95% just don't start at all, but some do act like this when the pump fails
