I'm not real sure what I'm looking at but it appears you need to fab up some adapters between the two mounting points.

The black piece is the bumper bracket and the rounded piece is the box behind the bumper where the two should line up and bolt together. the box on my new bumper is smaller then my other one, thus the gap between the two

OK, I'll stand behind my original statement then. It will need to be custom fabbed unless someone knows of a company that makes them.

Need to fab a spacer and get some longer bolts. This seems like it would be the easiest fix
