With a growing automotive market, and all the industrial activity (they need lots of oil to turn into these cheap plastics), it's not so surprising to see China getting its oil consumption getting so high.

Where do you see anything that says their consumption is getting "so high?"

This is only discussing how much they get from one supplier. There's nothing to say they aren't reducing intake from another or that their overall consumption is drasticaly changing from this one small spike.
