I'm sure the bumper will be held in place fine by 1 inner and 2 outer, but you won't have the same strength/safety in an accident.

What if I left it welded to the frame just not bolt up to it?

What do you mean exactly? If talking about drilling new in the frame then the top hole on the inner bracket wont line up with the hole in the bumper.
