Here's the way i see it. It's worn almost 1/5th of the entire tread already. if he has only gone 2-3k miles then the life of the tire worn bald would only be 10-12K miles I know those tires will do at least 25-30k. Seems kinna fishy.
You are correct and I agree. Yesterday I asked the owner of the local Good Year and he said the exact same thing you just said.

Those tires will ware really really quick if you don't keep the properly rotated and balanced. I'm guessing the guy has more than 3k on them and has never had them balanced or rotated.
They will last a long while if you take care of them.
They were filled with nitrogen since new. If that has anything to do with it?
I would guesstimate the miles to actually be more like 6-8k miles on them.
Kind of what I assumed also.
After thinking about it, these are 4 hours and 30 minutes away from me. I would atleast spend $150 or so on gas getting them. So total cost equaling around $1100. I
might aswell spend the extra $250 and buy brand new 295/55/20's. Similar size.
