Ok, so I got a deal on a front fender for my bike, problem is it's blue. I want to paint it gloss black. What is the best paint for this and the proper steps I should take while doing it?

Krylon Fusion works pretty well. It isn't as shiny as some. If the paint on the fender is good, you can scuff it and paint it with regular Duplicolor and get good results.

Should I clear coat it after?

Use a adhesive promoter as your first step. Helps paint stay on plastic. And yes, use clear coat.

Ok. I plan on sanding all the existing paint off first and starting fresh.
