Why buy new when you can restore?
It may be the same diameter but it is wider, which is a bigger contact patch to create more friction, but more importantly he added more weight and that weight is more crucial than say 50lbs in your bed.I went from about 18 average to about 16.2 when I want to 20 inch wheels. Lost a bit but it sure was worth it for the looks.
Why did the size of the rims change your mileage so much?
Isn't the diameter of the tire the same?
I forgot that they were probably wider too.
And that rims are that much heavier than rubber.
