When do I use 4lo and 4hi?4L60E

According to owners manual

4hi is for street/highway use such as snow, ice, etc.
4lo is for extreme conditions such as deep snow, mud, offroading, etc.

When towing use D3 instead of overdrive.

Is that right?

Yes, hunting for gears basically. If you're not towing much weight at all it is usually ok to leave it in O/D.
