No he wouldn't have.
The new rules say "only the points leader can get into the Chase without a win" Dale Jr was not the points leader. Beyond that, he wouldn't even have been the top driver without a win, if you want to interpret the rules that way.
In the last race at Richmond, Clint Bowyer was ahead of Dale JR in both the race and the points standings, neither having a win. Truex Jr. had a win and was therefore locked into the new Chase already. Bowyer spun because he was already in the old Chase and wanted to get Truex in, with the new Chase system, their situations were reversed. Bowyer wouldn't have spun. NASACAR wouldn't have penalized them and Jr doesn't make the Chase.
Even if you believe Bowyer spun accidentally, he still scored enough points to stay ahead of JR in the points standings. Jr doesn't make the Chase.
In short -JR wouldn't have even made the chase.
