The FWD vehicles I've been around have never worn the the front and rear tires equally. Everything RWD I've been around hasn't really needed it. I don't know how rich places are getting though, most will do free lifetime rotations if you bought tires there. Also, it's good to get them re-balanced from time to time anyways, I've just been too lazy because I got them at Discount Tire and the nearest one is an hour away.
