Ca. used to allow four stroke dirtbikes to be street legalized but stopped that in '04.I did it once in '96 or '97(IIRC).I have one now(Honda XR600).

This is what you needed back then:

Hi/Lo beam headlight & switch
Turn signals
Brake light
Horn
Speedometer
Battery(that can keep the lights on for 15(I think)minutes without the engine running
A license plate with a tailight lense that directs light to the plate so it can be seen at night

Can't remember anything else

Also some way to know when you reach a low fuel level might also be mandated back there, either a regular fuel meter or a manual tap. Even back here in this end of the world it is required.

That's a new one on me,never heard of that.Most aftermarket speedometers here include an odometer(including the one on my bike),when I fill it up I reset it and from riding it often I know it will go 70-75 miles on the main tank,about 10 on reserve.

I've never seen any street-legal motorcycle which didn't have any fuel reserve warning device.

Maybe on a street bike,I wouldn't know but even on a factory built street legal dirtbike(aka Dual Sport)I haven't seen one here.You'd need some sort of measuring device in the tank and I doubt that would be feasable when riding off-road

Many of the mandatory stuff often doesn't work so effectively in real-world usage
