Will only start on carb cleaner but fuel pump still comes on

I have have asked the same on couple volvo forums. There saying they never heard of ecm go bad on the s70. There known to go to 300 to 400k when properly maintained. They also said if the ecm was bad it wouldnt have started on carb cleaner because the ecm is talking to coil packs when cranking it. They told me I have fuel delivery problem

New fuel pump still no start
Put jumper wire in place of the fuel pump relay still no start
