I'm betting the monitor is actually an old GPS screen, the "computer" is just an on-off button for the screen, and what you see on the screen is coming from another computer that you can't see in the video.
The mouse however, that's kinda hard to say. You can see on the screen that it's actually controlling the cursor because at one point when he lets go of it the tension in the wires starts pulling the mouse forward, and the cursor on the screen follows that movement.
