You should be able to pop the arms off the spline gear when they are off. Then move them down to where you want them. Then cycle them and see if it worked.
Sometimes it's a pain and may take a few tries to get them right.

I took the arms off several times and replaced them on the spline to where they should be but it always comes back up .

I removed the wiper arms and then cycled the switch to get it to the home position and then put the arms back on in the down position at the bottom of the windshield and when i cycle the wipers again it wipes fully across the windshield and then goes to the bottom near the cowl and then moves up about 6 inches. and it's not like the wipers are bouncing from the bottom it does it on purpose because without the arms i can watch the spline rotate fully and then go down and rotate back up some.

could this motor be bad too?

Since you replaced the control module, I would have to say it could be the motor.

Sorry, I never ran into this. I have had some people with wiper that don't turn off and replacing the module always worked.

finished

Ok I took it off several times and kept changing the mounting location of the linkage ( transmission ) on the motor, after trying different ways over and over and installing and removing the whole thing and trying one wiper each time i finally found the correct position and it's all good now.
if the linkage is not installed exactly right it will make the wipers go off the windshield, work once and go to park and then half way up or park in middle of the windshield.
There has to be a better way than this trial and error way , wish i could help future people when it happens to them but i don't have an answer, except maybe take a picture of everything before you remove the linkage from the motor.

Trial and error only way I've ever been able to do it.

Cool deal you got them working.
