What a waste of perfectly good vehicles! 
There are thousand of true clunkers out there that should be junked. Hell, people with real clunkers that are just beyond reasonable repair should be able to turn them in for some of these perfectly good vehicles other people are turning in.
The people who own the real clunkers aren't going to take advantage of the program since they are usually low income people and can't afford to upgrade or be without a vehicle. It's the people who can afford to upgrade or just dispose of a vehicle that will take part in this sham. It really seems that the vehicles being surrendered are good quality well maintained vehicles.
