Ford has a TSB for that issue: TSB 06-25-15 From what I have read, the aluminum hood was contaminated with iron at the factory and that is what the bubbling is from. You can sand and repaint but it will come right back so unless you replace the hood, you are screwed. I just got rid of my '07...
