I have been very pleased with these: CENTRIC PREMIUM BRAKE ROTORS - Centric Parts I put them on my Tahoe about 5K ago and they've been great. They look to be of high quality and the hats being coated black already was very nice.

I'm sure it's just an extra filter they put there that has no real purpose at all. Delete it and everything should be fine. Also, if you want to remover your air and oil filters, that should be okay too. Those things are always in my way.
